Champion Announcement - 03 April 2020

The Government has provided updated guidance relating to the processing of payments to contractors (PAYE, Umbrella & PSC) who are unable to work due to Covid-19 measures.

The update is applicable to all Public Sector contracting authorities* and their supply chain, with the aim of reducing administrative burdens on the public sector

The guidance means that, where applicable, public sector contractors do not need to be officially “furloughed” and their payroll can be processed as per normal. Payments will however be limited to 80% of the contract rate, up to a maximum of £2,500 per month.

The Champion business is now contacting partner recruitment agencies to ensure they are aware of the new guidance. We are also asking them to liaise with their public sector clients to initiate communication throughout the supply chain. Where required, Champion will also help agencies/clients to adjust rates for any affected contractors.

When adjusted rates are confirmed, Champion will be able to process (umbrella) payments in accordance with conventional weekly/monthly timescales.

It covers procurements carried out under the Public Contract Regulations Act 2015, Defence and Security Public Contracts Regulations Act 2011, the Utilities Contracts Regulations Act 2016 and the Concession Contracts Regulations Act 2016.
