On April 8, 2025, HM Revenue & Customs (HMRC) published a new guidance document titled Examples of Good Practice for Umbrella Companies in the Temporary Labour Market. The resource sets out clear recommendations aimed at improving compliance, transparency, and service quality across the umbrella payroll industry.
The notes highlight several key areas where umbrella companies are recommended to focus their efforts:
Responsible Operations for Umbrella Companies
Whilst much of the guidance is common sense, HMRC makes it clear that it expects umbrella companies to compete based on lawful practices.
Umbrella companies are encouraged to be managed by fit and proper individuals who understand the intricacies of the UK temporary labour market and the legal frameworks surrounding it. Maintaining financial stability, even in the face of delayed client payments, is also emphasised. HMRC reinforces the need for strict adherence to tax, employment, and company law.
